Action

As Thai Customs has recognized the importance of promotion and cooperation with operators to establish supply chain security, Thai Customs have signed the Letter of Intent on May 9th, 2006 to express the intention of implementing WCO SAFE FoS and encourage both Customs and private sectors to become aware of global supply chain security. Thai Customs has been continuously working on these matters, as evidenced by the following key actions:

2006 

Signed the Letter of Intent to World Customs Organization (WCO) on May 9th, 2006.

2007

Established a working group to study and prepare for Authorized Economic Operator Programme (AEO).

2009

Launched the AEO pilot project for exporters called Authorized Economic Operators Project with two participants.

2011

Fully implemented the Pilot project for exporters and granted six operators.

2012

Expanded the AEO program to importers and customs brokers. Encouraged existing Authorized Economic Operators (importers, exporters, and customs brokers with gold card status) to become AEO operators. Nine operators were granted AEO status.

2013

Full implemented the AEO program for Importers/Exporters and Customs Brokers Authorized Economic Operators, with 40 Importers/Exporters and 35 Customs Brokers becoming AEOs.

2014

Established the AEO Standard Division under the Customs Standard Procedures and Valuation Bureau. There were 126 Importers /Exporters and 125 Customs Brokers of AEO status.

2015

Signed an AEO Mutual Recognition Arrangement (MRA) with the Hong Kong Customs and Excise Department on June 11st, 2015 at World Customs Organization (WCO), Brussels, Belgium.

2016

Signed an AEO Mutual Recognition Arrangement (MRA) with the Korea Customs Service on December 27th, 2016 at Thai Customs Department, Bangkok, Thailand.

2018

Revised AEO regulations through Customs Notification no. 120/2561 B.E. re: Required Criteria, Procedures and Conditions for AEO Importer and Exporter and Customs Notification 121/2561 B.E. re: Required Criteria, Procedures and Conditions for AEO Customs Broker.

Signed an AEO Mutual Recognition Arrangement (MRA) with? Singapore Customs (Secure Trade Partnership (STP, STP-Plus)) on June 29th, 2016 at World Customs Organization (WCO), Brussels, Belgium

2019

Developed Customs electronics system for fully implementing AEO-MRA. AEO Exporters from Thailand benefited from facilitated Customs procedure in the AEO-MRA partner countries (Hong Kong, Korea and Singapore).

2021

Signed an AEO Mutual Recognition Arrangement (MRA) with Australia?Border Force?on April 1st, 2021

2022

Signed an AEO Mutual Recognition Arrangement (MRA) with Japan Customs on April 5th, 2022

2023

Signed an AEO Mutual Recognition Arrangement (MRA) with New Zealand Customs Service on May 29th, 2023

Signed an ASEAN AEO Mutual Recognition Arrangement (MRA) on September 19th, 2023

Updated AEO regulation through Customs Notification no. 131/2566 B.E. and Customs Notification 132/2566 B.E.
